Beating the Odds – Financial Year 2016-17

Beating the Odds for the Financial Year 2016-17

“EVEN after this rule, on the day which should have had only ODD numbered vehicles on the road, I saw quite a few vehicles with EVEN numbers. This was very ODD”

It all started in the capital. AAP made an announcement that private vehicles will be allowed across Delhi based on their vehicle registration numbers. Vehicle number ending with an odd digit would be allowed on January 1 and that ending with an even number the next day. As per this rule, the private vehicles with odd registration numbers can move around on Mondays, Wednesdays and Fridays while Vehicles with even numbers will run on Tuesdays, Thursdays and Saturdays with complete exemption from this rule for two-wheelers.

Ever since this rule got implemented in the Nation’s capital, there have many thought groups lead by few leaders of the opposition who have accused the Honourable Prime Minister of India Mr. Narendra Modi ji of not thinking about such out of the box programmes. One such Self Proclaimed Thought Group extended its appreciations to the previous Indian Governments who have lead India since independence for implementing this Odd-Even rule for first time in Indian Railways. Since the initial days, Indian Railways has been running with Odd-Even Rule where the train numbers change to Odd-Even numbers during its to and fro travel. The Self-Proclaimed Thought Group also expressed its displeasure for not naming this as RRN Yojana (Rajeev Rail Number Yojana). The Spokesperson and party president for The Self Proclaimed Thought Group spoke to “NRI News Channel” and expressed its views on the Hon. Minister for Railways Mr. Suresh Prabhu that the current railway ministry has completely failed to enhance the existing train naming and numbering systems. The Self Proclaimed Thought Group leader Mr. Buddhi Jeevi, a thought provoke-ist (a new word created to salute a new leader) and a capitalist (staying in New Delhi, the capital of India) himself, said that “the government needs to look at trains coming to and fro Delhi. Few trains run for 2-3 days with the same number, let us consider the example of Tiruvananthapuram-Delhi Rajadhani Express which runs 3 days to reach Delhi from Tiruvanathapuram, the train leaves Tiruvananthapuram at 19:15 Hrs and reaches Delhi the third day at 10:55 Hrs. Now, the train number 12431 remains as is for all the three days starting from Tiruvananthapuram till it reaches Delhi and changes to 12432 for next three days on its return starting from Delhi till it reaches Tiruvananthapuram. The current ministry has failed to implement ODD-EVEN rule every alternate day instead trains still run with the same number for days together and this is a serious case of intolerance as single day/night running trains moving in and out of Delhi have no luxury to retain the same number for more than a day.”

The Self Proclaimed Thought Group (SPTG) also mentions that ever since BJP lead NDA Government has been in the country, it’s evident that the government has lost the art of thinking out of the box. The government is still functioning with age old unrealistic, unsuccessful methods and there is a need for changes. When one of the correspondents for “NRI-Chale Jao India Channel” interviewed the leader of this The Self Proclaimed Thought Group, Mr. Buddhi Jeevi expressed that government should think of programmes that have not been done before any where in the world.
With the twilight of the Indian financial year 2015-16, the tax slabs, which are calculated for a one’s income through out the year needs to be reduced to Odd/Even format. The income could to be considered for every Odd Month and the same is needed to be exempted for every Even month of a year which would result the ruling party to rule the country every year than every Odd/Even years.
Keeping the latest election results in the mind, the leader of Fevi-Paksh says “The proposed idea for considering income as Odd/Even is not a good idea because the employees would get into an agreement with their employers and their income sheet will start showing low earnings during Odd months and high earnings during Even months. There could even be fights between Employers and Employees on this issue as both would want to be sure they are not paying additional tax”

Moments after this statement aired on television, it received a quick response by one more leader sitting in the opposition role. He said that government should consider one’s income in the Odd-Even format and encourage the employers to pay high salaries during Even months and low salaries during Odd months of the year. He went on to say “there should also be rule additions to this. Government should consider income of an individual during Odd months if he falls under secular category or consider income of Even months if the person fall under Communal category”. The SPTG and its leader welcomed this idea and said “it is not very tough to categorize a person as communal or secular. Make Facebook and Twitter user name of an individual mandatory along with his PAN number and check his posts and tweets from April-2016 to March-2017; this will help categorize that individual. But the biggest challenge that we could encounter is about April Month. Few consider January as the first month, with that note April is 4th month of the year but financially April is 1st month of the year which creates a discrepancy about April being ODD or EVEN month. This seems to be biggest issue and the Honourable Union Finance Minister should quickly make a decision on this.”

During the open forum for discussion between politicians and students on 15th January, 2016 at Indira Gandhi Stadium, New Delhi, some of the Engineering and Medical students expressed their views saying this won’t work while few others felt it’s a great idea however the political science students felt these were out of their syllabus and would not want to take part in the discussion.

This issue was the focal point of the discussion on 15th January, 2016 at Indira Gandhi Stadium, New Delhi where there was an open forum for discussion between politicians and students. Some of the Engineering and Medical students expressed their views saying this won’t work while few others felt it’s a great idea however the political science students felt these were out of their syllabus and would not want to take part in the discussion.” One, W.W Raman, an engineering student from Chennai says “look at the traffic issues in Delhi, EVEN after this rule, on the day which should have had only ODD numbered vehicles on the road, I saw quite a few vehicles with EVEN numbers. This was very ODD.” Miss. Antonio, an engineering student from Nagaland says “I feel this would work even with people bringing EVEN numbered vehicle on ODD numbered day and ODD numbered vehicle on EVEN numbered day as that would EVEN out and strike a perfect balance.”
When we spoke to a finance and investment expert, he felt that the rule might introduce new rules in the future. The finance ministry could also consider presenting budget every alternate year and also stressed Modi should revert back to World Bank and say we intend to make business every alternate year. An ex RBI employee Deen Dayal Chatterjee (name changed) said RBI needs to take strong decision on acceptance of notes. We should offer or accept Odd-Even notes alternatively that will allow us to take breaks every alternate hours.
With these burning issues, we have one question to ask “The Nation wants to Know” if Modi ji is hearing this. If yes, we expect a response Even if it’s an Odd day!!!
